Public health protects the health and well-being of entire communities, not individual patients. It encourages prevention, education, and readiness, such as promoting healthy lifestyles, preventing diseases, emergency preparedness, and studying health patterns. Examples include ensuring there is clean drinking water, developing vaccination programs, preparing for disasters, and promoting healthier lifestyles (Frieden, 2020). Following a crisis such as Hurricane Zara, public health is vital. In such cases, a hospital goes beyond treating injuries and becomes a hub for triage, coordinating with first responders to prevent further health risks. Hospitals can work with public health agencies to provide things such as safe drinking water, sanitation, medication, and immunization programs when needed.
As an ER manager, one of the biggest ethical or legal issues I believe I would face after a crisis would be allocating resources. I could face having to choose between people's lives when resources are limited and I am forced to determine who gets treated first. Just as we witnessed during the COVID-19 pandemic, when hospitals were forced to make the difficult choice of which patient would benefit most from the available equipment due to ventilator shortages (White & Lo, 2020).
