How polling stations be distributed to ensure equal access

Problem

A common topic discussed by politicians, activists, and media personalities is voting rights. While all major parties agree that average citizens have a right to vote and that all votes should count equally, they disagree about whether or not voter disenfranchisement or election fraud is occurring.

By referencing the ideas of Rousseau, Nussbaum, and/or Sen, describe an election system that you think would be fair and just. Start by explaining the ideas of the philosopher(s) you are using in a few paragraphs. Make sure you explain both what they say and why they say it. Then, in another few paragraphs, explain how those ideas would apply to an issue related to voting and elections.

As all three thinkers agree that people deserve a say in the government, you should focus on more controversial issues surrounding elections. Among the topics you could discuss are: should convicted felons be allowed to vote; should voters be required to show a voter ID before voting; should voters be allowed to vote on legislation rather than on politicians; how should polling stations be distributed to ensure equal access to all areas; is it fair for individual states to have different voting laws; do political ads inform or mislead voters; should different states have different dates for their primaries; etc. More issues you could write about can be found here.
