Problem:
Building Trust: How Police Programs and Immigration Enforcement Shape Community Relationships between law enforcement and communities are shaped by both positive programs and controversial policies. Focusing on the community in Long Beach California, events like "Shop With a Cop" aims to build trust between local police and the youth through positive interactions. It is a nationwide charitable program that pairs law enforcement officers with children in need for a shopping experience usually during the holiday season. Such events are especially important when public trust is at risk. In recent times the collaboration between local police and Immigration and Customs Enforcement (ICE) has shifted positive views and fear and tension within communities. Given that the community is majority of Latino backgrounds with immigrant parents, routine interactions with law enforcement are now feared with the thought of being detained and or deported. Such events highlight how law enforcement strategies can both strengthen and damage trust, within the same community.
Focusing on positive interactions that local law enforcement bring to the community is the "Shop With a Cop" program. According to the Long Beach Police Foundation (2019), this program allows children, especially those with struggling backgrounds to shop alongside police officers during the holiday season. They also hold this event during the fall back to school season to provide children with supplies and clothing items. The goal of this program is not only to help the community of children but to create a positive view towards the officers instead of figures of fear. This image was directly pulled from the Long Beach Police Foundation's programs website which highlights this experience and gives an insight of the joy that these children get to feel. These types of experiences are especially important for they promote stronger community relationships. However not all interactions with communities and police are as joyful and positive. This image was taken in my local neighborhood that shows a protest involving immigration enforcement. As the image shows, there was the presence of both police officers and immigration officers, along with community members protesting. The collaboration between local police and ICE created tension and fear within the community.
Research has shown that when local police work closely with ICE, it has a serious impact on community trust. Programs such as Secure Communities increase cooperation between local law enforcement and federal immigration authorities, leading to more detentions and deportations (Conley, 2013). This collaboration can cause fear among residents, especially in immigrant communities because people may now worry that any police interaction could lead to immigration consequences. This fear affects public safety significantly. A study by Goncalves, Jacome, and Weisburst (2026) found that when immigration enforcement increases, people in affected communities are less likely to report crimes. It highlights that reduced crime reporting can actually lead to increased crime because offenders are less likely to be reported and caught. This in general tells us that while police collaboration with ICE is supposed to help communities by enforcing immigration laws, it actually makes communities less safe by discouraging cooperation.
Children are especially impacted by this. With the children now growing up with the views of police associated with immigration enforcement, their fear and distrust towards officers increases.(Rodriguez Vega, 2022) As stated earlier a lot of the community comes from immigrant parents. So giving them this association creates negative views about the people that are there to serve and protect. At the same time, the "Shop With a Cop" program is a step forward in a positive direction. Children are able to build relationships with officers in a safe and welcoming environment. Opportunities like these help reduce fear and encourage trust even in communities where tensions may exist. I do realize that a one time event is not enough to fully repair damaged relationships however with constant positive engagement it slowly can be restored. The only thing is if law enforcement continues to collaborate with immigration enforcement it could possibly undermine any progress made by community programs. The difference between both images in this report highlights a larger issue within the criminal justice system. On one side you have programs like "Shop With a Cop" that creates positive interactions that strengthens trust between police and communities. While on the other hand police collaboration with ICE can create fear, reduce crime reporting, and negatively impact both adults and children. For communities to fully feel safe, long term solutions must address the broader policies that shape how communities experience policing.
