How much is it a human's fault for not being able to afford other properties? The loose idea of the American Dream states that it's entirely the person's fault for not "working hard enough" or something like that. People tend to live in high pollution areas simply because they can't afford otherwise. While the idea of compensation for living in high pollution areas isn't bad, I doubt that the compensation would be enough to pay for the medical bills.
