Sam Benningfield, the general sessions judge for White County, Tennessee, believes the opioid epidemic has caused more than 1,400 drug overdose deaths in the state in 2015. To combat this, Benningfield issued a standing order in May allowing inmates at the White County Jail to have a free vasectomy for men or a Nexplanon implant in exchange for having 30 days taken off of their sentences.
