2) Should an administrative board have the same kind of appeals process as a litigated case? Why or why not? What are the advantages and disadvantages to working with both approaches?
3) What constitutes a monopoly in the market? Is a monopoly an inherent problem that must be fixed or is there some leeway when it comes to evaluating the relative importance of the monopoly?
4) From a legal perspective, what forms the foundation of confidence? Do you feel that there need to be some specific legal policies to have confidence? What about some general legal structures?
