On a summer day when the wind speed in 3 m/s, a tank truck loaded with liquid chlorine is involved in an accident that results in a small split in the tank and a leak of 30 kg/min at the top of the tank. (The chlorine escaping is all in vapor form). The accident occurs on the throughway in a city at a location where there are three very large apartment buildings about 300 m downstream. The threshold limit value (TLV) for chlorine is 3 mg/m3. (Hint: in your solution, assume that in an emergency estimate, for all practical purposes, gas density differences can be neglected and the leak is at ground level).

A) Would you give the order to evacuate the apartment buildings?
B) How far downstream would you establish barricades to keep people away from the accident at street level?
C) The fire department proposes to approach the truck from the upstream side and heavily spray the truck with water to prevent an explosion. Will this help to reduce the chlorine concentration downstream?
