How ethics is a matter of utility

Question: Mill argues that our ethics is a matter of "utility"--by which he means securing pleasure and avoiding pain for the largest number of people. Would it be ethically permissible for a utilitarian to perpetrate murder, torture, or even genocide if it was judged that, on balance, this course of action would maximize pleasure and minimize pain for the greatest part of humanity? If not, why not?
