Read the article "Not ready for nationhood; A confederation model of government makes sense in Iraq" by Ellis, Joseph J. This article is a few years old. However, it captures the ongoing issue (within various countries) as to how confederalism might be the proper structure of government for Iraq, a country with large sectarian divisions and conflict. Only a few years ago policy analysts were suggesting Federalism as the proper form and structure of government for Iraq.
