Problem
You are an external evaluator (paid as a consultant) for a program funded by the federal government and the results of your evaluation demonstrate that the program is not effective in achieving its goals and objectives. How do you deliver this news? What if the Executive director of the program pulls you to the side and asks you to falsify the evaluation results so that they can maintain funding long enough to make positive changes to the program. What do you do? How do you work with that program to assist them?
