How do you view the supply and demand aspect of water use

The states of Georgia, Florida and Alabama have been fighting for several years over how to use water that comes from the Apalachiocola-Chattahoochee-Flint (ACF) river basin. The water that some say was originally designed for the purpose of power generation, flood-control, and river navigation has since been turned into the main drinking water supply for millions of people in Atlanta. The question of the 2 other states is essentially, "why aren't they sharing the water!?"

How do you view the supply and demand aspect of water use? Do you believe that larger metropolitan areas should be granted more resources then smaller areas (simply because they have more people)? Or should water resources be divided based on location (whoever is nearest the source), or economics (whoever pays the most)?

What are your thoughts?
