After implementing the Myatt Transformation Team plan, you notice an interesting trend developing. At the first meeting, all of the lead managers from the departments were present and a good, effective exchange of ideas emerged. However, by the third meeting you notice that the lead managers from the Animal Services Department and the Library Department have stopped coming to the "transformation team" meetings. You try contacting them, but are unsuccessful with email and phone calls (both of their departments are located away from City Hall). Their absence continues at the fourth and fifth meetings. At the fifth meeting, Police Chief Newsom (who is the lead manager from the Police Department) makes a motion to cut both the Animal Services and Library Departments by 95% as a way to transform the Myatt municipal government toward greater cost-savings. The motion unanimously passes the transformation team" with all of present departments showing their support for the motion. At the end of that meeting, the Police Chief pulls you aside and says: "I'm getting very tired of the assholes from Animal Services and Library not showing up to these meetings. We have to spend our time here, why don't they have to? Tell them to get their shit together or we're just gonna privatize out their whole departments. They don't do a damn thing anyway!" The next morning you receive an email from Gabby Hanson, the lead manager of the Library Department. Some concerned members of the Myatt Transformation Team informed me last night that a vote was taken in which my department and Animal Services were both cut 95%. If this is true, then I am deeply disappointed. Quite frankly, I cannot ethically participate in a team in which a few departments are able to dominate the process and mandate that all cuts come from other departments rather than their own. It became clear after the first meeting of the "transformation team" that Chief Newsom would dominate the meetings (much s he has done in other meetings) and punish those departments that did not give in to him. Therefore, I resign from the Myatt Transformation Team. Please note that I have contacted each member of the city council personally to address my concerns about Chief Newsom's actions and about your leadership of the "transformation team."
