A main concept that needs to be looked at in reference to intelligence gathering is the balance of ensuring that useful and credible intelligence is gathered in order to ensure the safety and security of the American people while at the same time, ensuring that one's civil rights are not violated.
1) In the intelligence gathering process, what specific civil rights are at the greatest risk of being infringed upon?
2) How do we ensure that we gather acceptable intel while not crossing the line and violating those civil rights?
3) How far should the government be allowed to go to ensure our safety and security?
