How could we apply questions of curiosity to help evaluate

Sometimes we apply curiosity to solving problems. In thinking about criticism, how could we apply questions of curiosity to help evaluate an issue, problem or situation, and not make it sound like criticism?

What questions could you ask?

For example what if someone tried to raise money to help homeless in their community and the project flopped and raised very little money. What questions could you pose to the person without making the questions critical or seem like criticism?
