Assignment problem:

Gray wolf population has increased in recent years in the lower 48 states to the point where they may be deemed "recovered" and pulled off the endangered species list. This action would ultimately lead to regulated hunting of the species. The topic at hand is: As a strict conservationist at what point is a population viable and stable enough to remove from the endangered species list? The extent to which the ESA should or should not be able to limit human actions has been raging since it became a law in 1973.

How can we protect/regulate gray wolf population growth so it doesn't go extinct/grow out of control?  How might other animal populations be affected? How might the gray wolf population change or adapt in response to the plan? How will the plan affect humans? The environment?
