How can we make FEMA more responsive to the American community?

Here is one suggestion that I have advocated: REGIONALIZE emergency management. Eliminate FEMA and empower states to form such decision-making regional approaches to disasters/crises for every phase/mission area of emergency management. That would shift the budget and financing to regions within the US. We know the importance of local and state approaches to emergency management. Now we can pool those resources from neighboring states, just like the discussion we had last week about electrical companies as stakeholders and sharing across state lines in disasters/crises. Thoughts gang? What are the good, the bad, and the ugly sides of this suggestion? Even the NIPP's Tenet #5 recommends a regional approach. So it isn't a new thought/approach.
