Some of the "failed" nations in Africa are unable to maintain security and order, and terrorists are taking advantage of the void. How can the U.S. best address threats posed by Muslimextremists who advocate terror, like the ISIS or ISLE Islamic Caliphate State? Please respond in light of political, military and religious history.
