Problem: Explain what we should think about is the way that the global community affects how American rulemaking processes operate. Because the world is so interconnected and, as Thomas Friedman once noted, the world being flat, we are now starting to take a much more international perspective of issues, thoughts, and debates than perhaps ever before in a regulatory setting?
