Organized crime, on the other hand, always seeks to obtain a financial or other material benefit, whereas power and control can be secondary motives. Organized crime can involve violence and coercion, but the objective in organized crime remains profit. There are some similarities between the two groups. In general terms, when fighting organized crime and terrorism, some common denominators remain. Both terrorist and criminal groups benefit from a weak or absent state (i.de. government) and both operate in the same underworld and have common interests in countering the efforts of law enforcement and government agencies. The key difference between organized crime and terrorism is that organized crime does not seek to overthrow the government, terrorism is inherently political.
