Higher water level inside the eye combined with wind

In a random city the weak spot of the levee system occurred at flood gates, about 25 feet in wide, 40 feet high, at the end of canals used to pump water from the city into a lake. Higher water level inside the eye, combined with wind results in a "storm surge". Calculate the force on the levee gates form storm surge 20 feet above level of the lake traveling at about 25 ft/sec.
