Guassian surface has to be surrounding the surface right


I have one last question on my previous question, do you think it is possible that in the case of s is less than R that it cannot be solved because if s is less than R wouldn't that mean that the Gaussian surface would have to be inside the sphere, which I don't think thats possible, since the Guassian surface has to be surrounding the surface right? Or can the Guassian surface be inside the actual surface?
