The actual cost of the construction of the new school building does not match the report of the contractor engineer who happens to be his brother-in-law. The contractor engineer and the city mayor are close friends, and they are "golf" buddies. Mr. Cruz is aware that the mayor is corrupt and that he makes himself rich by getting kickbacks from city projects. Also, the mayor is a vicious person who is known for getting the services of gun-for-hire men to murder those who oppose him. Mr. Cruz knows that his life and job are at stake.
