Do you feel the legislative Acts, specifically the USA PATRIOT Act, provide the necessary tools and authorities for federal, state, and local authorities to effectively perform their duties and responsibilities in homeland security or do you feel they exceed necessary authority? Do you feel any of the legislation places a greater risk on violating the Constitutional Rights of our citizens.
