Problem
The city governments of Anaheim and Los Angeles are each constructing packages to attract a National Football League team to locate in one of them. The packages include construction of a stadium from taxpayer funds and preferential tax treatment for the team. We have usually argued that competition benefits consumers. Does that necessarily hold here? Explain. For what sorts of activities do you prefer a monopoly government? Competitive governments? Why?
