For many years I've spent a considerate amount of time in Bangladesh setting up, among other things, health clinics in small, isolated villages. Once we identified a site and secured a building structure and got initial funding, I hired medical doctors and nurses and trained selected local people in basic medical procedures. Most of the medical equipment and seed money came from the USA. For as challenging as this work was, I did fine with logistics of getting medications and equipment, moving heavy, complex equipment between countries, establishing processes to maintain the equipment, finding qualified people, etc. But I always had a problem with designing program evaluations. Luckily, our sponsors were people who knew us personally, knew what we were doing and supported our work. But I have never developed a systemic program evaluation.
