For each communication objective, we need to provide two communication strategies. At least one of these strategies needs to be a written audience, and the other can whatever. You can use the same type of trategy for multiple objectives though. We have to include the deliverables for each strategy (key audience, publics, specific media outlets, etc) as well as how we plan to evaluate the effectiveness.
