The first the paper (2-3 pages) will identify and describe an issue of importance in the Economics of Human Capital: included in this description is the economic theory composing the issue. At least five sources should be presented and discussed (i.e. a literature review).
The second paper should be 3-4 pages. It will comprise a quantitative analysis of the issue identified in the first part: how and why the issue is important (who is affected and how?) and an assessment of remedial policies or programs to address the issue. The analysis should be a critical assessment of both sides of the issue. In addition to insight from the Todaro text (be sure to identify and cite), the student should reference scholarly articles (be sure to select from leading academic journals) and/or other scholarly texts (See above reading list for ideas).
