Find time before exiting water reaches given temperature

A residential hot water heater initially contains water at 60C( degree celcius) someone turns on a shower and draws water from the tank at a rate of 0.09 kg/s. Cold make up water at 10C (degree celcius) added to the tank at the same rate and a heater supplies 1.6 KW of heat to the water. the water tank is a cylinder of diameter 0.55m and is filled to the hieght of 1.22m. Assume the tank is well stirred meaning that the contents in the tank are allowed to mix sufficiently to assume the tempereture in the tank is uniform.

a) How long will it be before the exiting water reaches 38C (degree celcius). Practically speaking what must occur to satisfy the well stirred aproximation

b) If the tank is not well stirred can you estimate how long it will take for the person taking a shower to notice that the tempereture is beginnig to drop. What assumptions did you make.
