Now please change your perspective and imagine that you are a public manager in the city of Badstadt. You are responsible for this innovation by designing and developing the digital platform. On this platform, every procurement stage takes place, such as the registration of procurement, viewing the current status, communication between the public managers and companies, etc.
Step 1: Think about who can be internal stakeholders involved in these changes (e.g., employees that have to manage procurement) and external stakeholders (e.g., Midabrush: procurement companies and taxpayers.)
Step 2: Find at least three external and internal needs according to those identified stakeholders.
Step 3: How can the digital procurement process satisfy all these needs? Consider how the innovation can take place regarding the internal process, the external process, and the public service delivery process.
