Find an entrance fee that the north can charge

Problem

Migration in the apple and computer economy: In the apple-computer example, suppose people in the North have the right to charge an "entrance fee" to immigrants. Assume the world starts from the position of free trade and considers moving from free trade to free migration. Find an entrance fee (a certain number of apples and a certain number of computers paid each period) that the North can charge so that workers in both the North and the South will be better off.

The response should include a reference list. Double-space, using Times New Roman 12 pnt font, one-inch margins, and APA style of writing and citations.
