Explain why the in-plane in the plane of the cylinder wall

You are asked to design a cylindrical scuba tank with a radius R = 16 cm to a pressure of p = 12.0 MPa at a factor of safety of 2.0 with respect to the yield stress. The relevant tabulated yield values for the steel of which the tank is intended to be made are 290 MPa in tension and 124 MPa in shear.

a. Explain why the in-plane (in the plane of the cylinder wall) shear stress is not the maximum shear stress?

b. What wall thickness t would you recommend?
