Consider the unique and sometimes complementary or dissonant roles that federal department and agencies play in developing and implementing cybersecurity policy, and discuss the following:
1. Explain why the Comprehensive National Cybersecurity Initiative (CNCI) was conceived and why it has or has not been successful.
2. What are their unique relationships with elements of the critical infrastructure (in the department's statutory roles as well as its potential role as a sector-specific agency)?
3. Discuss the overall role of the Department of Homeland Security (DHS) in cybersecurity, particularly as a function that cuts across all of the critical infrastructures and federal departments and agencies either in their roles as sector-specific agencies or in their status as critical infrastructures themselves that DHS is responsible for keeping secure.
