• Part I: Explain the Total Cost of Care Global Budget Model in Maryland and the history that led to its emergence. Introduce what measures of quality suggest that it has impacted overall quality of care in the state?
• Part II: In your response, explore in greater detail what measures of quality have been impacted by the Total Cost of Care budget model in Maryland, and at least two quality or safety issues that you believe need attention that may or may not be impacted by the Maryland model alone. In describing these additional issues, explain why they are essential, and which bodies (i.e. CMS, ARHQ, Joint Commission, NQF, etc.) should be involved in incentivizing the improvements.
