Explain the view taken by the International Court of Justice (ICJ) of the doctrine of rebus sic stantibus (fundamental change of circumstances, as expressed in Art. 62 of the Vienna Convention on the Law of Treaties, 1969) and the doctrine of pacta sunt servanda (agreements must be kept, as expressed in Art. 26 of the Vienna Convention on the Law of Treaties, 1969 ) in the Case concerning the Gabcikovo-Nagymaros Project (Hungary/Slovakia) 1997.
