The concept behind the whole community approach is to involve residents, emergency managers, organizational and community leaders, and government officials to work together to improve resiliency. Explain the role the community resilience system plays in disaster preparation. Include a description of how involving the whole community in disaster planning can play a role in the resilience of that community.
