1. Explain the problem identification and agenda setting stages of the policy process.

2. What is agenda setting? Who is responsible for agenda setting in the public policy process? Be sure that you provide a thorough discussion of the process whereby a problem ultimately ends up on an agenda to be discussed.

3. Discuss the agenda setting process as it relates to education in particular. Be sure to address how education came to be identified as a problem and what led to its gaining enough attention so as to bring it on to the agenda. Be sure to address who was involved and what were their roles?
