Question : Explain the concept of restorative justice. Using this concept, develop what you feel would be an appropriate way to apply it to the following offender: Bob is what most people would consider a cat burglar. He has been caught breaking into a home while the owners were on vacation and attempting to shove a television out their back window. Once the police questioned Bob, he admitted to breaking into several other homes in the neighborhood within the past three months and selling the items that he stole at pawn shops.
This neighborhood is mostly filled with retired, elderly individuals, and as a result of the recent break-ins, many of the residents have become fearful to leave their homes for any extended period of time and some have had security-alarm systems installed. As there have been no residential burglaries in this neighborhood in the past 15 years, and most of these residents have lived in this neighborhood for 30 or more years, this burglar really had the residents feeling uneasy.
