Imagine a drought-stricken area where city dwellers and farmers compete for water resources. Representatives of each side claim that their needs should get the higher priority in decisions about allocating water. Would you side with the farmers or the city dwellers in such a dispute?
Explain your thinking.
Explain why you would support or oppose:
1. Raising the price of water while providing low rates for minimal use to help poorer families and individuals.
2. Providing government subsidies to encourage farmers, households, and businesses to increase their water-use efficiency.
