Review the case study, "The Critical Importance of Administrative Doctrine," at the end of Chapter 6 of your text book, paying particular attention to the ways in which administrative doctrines resemble paradigms, as understood by Thomas Kuhn. Consider that Kuhn once remarked that individuals who break through by inventing a new paradigm are: "almost always...either very young or very new to the field whose paradigm they change. ... These are the men who, being little committed by prior practice to the traditional rules of normal science, are particularly likely to see that those rules no longer define a playable game and to conceive another set that can replace them."
Then, respond to the following:
• Using current examples show how a new theory has come about. You may use the public sector, science and medicine, or another area of your choice.
• Explain how public-sector theories change due to reinvention of former ways of thinking, or in response to a national crisis.
