The Public Financial Management Act, 2016 (PFMA) Act 921, section 20 provides for guidelines for preparation of annual budget and empowers the Minister subject to Cabinet approval, issue guidelines for the preparation of the budget for each financial year; and circulate copies of the guidelines to each covered entity not later than the 30th of June of every year.

What are covered entities according to Act 921 and state and give example of each covered entities Section 92 (1) of the Public Procurement Act, 2016 (Act 914) provides that any person who contravenes any provision of the Act commits an offence and where no penalty has been provided for the offence, the person is liable on summary conviction to a fine not exceeding 1000 penalty units or a term of imprisonment not exceeding five years or to both.
