Explain approach to define project budget

As the hospital's project budgeting approach is under microscope due to numerous large, public budget overruns, Walter is asking you for very concrete three-point/range estimates and budget numbers. You are capable to get good "most-likely" estimates from team for work they are doing, but largest numbers (and most unknown right now) are the vendor estimates. You could create some estimates based on vendor experiences from private hospital, but you know those numbers are on high end of cost range. You and Walter discussed this while your last face-to-face status meeting. He was not comfortable using just those numbers (though that would make project appear to come in under budget) and wished to have numbers which are more probably. He asked you to follow up with him via e-mail detailing approach you will take. You suspect that he will improve e-mail and send it to CFO in response to CFO's concerns.

Using your knowledge of case study, create e-mail you will send Walter which explains your approach to defining  project budget. Make sure to clearly expalin your approach for attaining estimates for 10 vendors that may be used on project. Keep in mind that you have not chosen vendors yet, but you do have list of 50 possibilities.
