Explain applications benefit human service agencies


My agency's website is informational only. I really like the websites that have downloadable applications (which my website does not). I think it would be great for the clients to have the opportunity to download and complete the application prior to coming into the office for the face-to-face interview. This would decrease the wait time and workers would be able to service more clients during normal work hours. Do you feel that downloadable applications would benefit human service agencies even if the client is required to come into the agency for a face-to-face interview?
