The General Assembly:

The General Assembly is the major deliberative organ of the United Nations. This is composed of representatives of each member states, all of that has one vote.

Decisions onto significant questions, as like those on peace and security, admission of new members and budgetary issues, need a two-thirds majority. Decisions upon other issues are by straightforward majority.
