Problem: In "13th" the director Ava DuVernay examines the U.S. prison system and considers how our country's history of racial inequality drives the high rate of incarceration in America. She explains how today's policy of mass incarceration is rooted in American slavery. The 13th Amendment states: "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction." When the 13th amendment was ratified in 1865, slavery was converted from a business model to a method of punishment for those convicted of crimes.
