BCG Initiative 2021-2022 RFP

The purpose of this RFP is to determine how best we at the Foundation can work with your agency in the remaining two years of the Initiative (2021-2022) to promote and ensure contraceptive services remain sustainable.

Please type your responses to the following questions. Upon completion, please sign and date this document and submit it along with the other required elements of the RFP.

The RFP has four (4) sections:

Part 1: Current Stage in the BCG Partner Continuum.

The Partner Continuum provides a visual for how we assist participating agencies in achieving sustainable contraceptive services and consists of five (5) stages. The information in the Continuum stages is rooted in the CDC's Quality Family Planning (QFP) guidelines and incorporated into your implementation work plan.

Part 2: Training Needs

Part 3: Sustainability

Part 4: Acknowledgment of Commitment

I. Stage 3: Operationalizing

Thank you for your agency's commitment to implementing contraceptive services and participation. Based on your progress, your agency is currently in the ‘Operationalizing' stage of the Partner Continuum, which is a 5- stage process for transforming high-quality contraceptive services into a sustainable service at your organization. In order for your agency to progress to the ‘Learning & Adapting' stage, your staff will need to work with your Health Systems Manager in the fourth quarter of 2020 to develop a 2021 work plan incorporating the following:

o Providing the full range of contraceptive options

o Expanding contraceptive services to all appropriate sites within your system

o Evaluating and strengthening standard operating procedures/processes in order to maximize service delivery

o Identifying and implementing innovative approaches to contraceptive service provision

o Collaborating with your Health Systems Manager to implement a Quality Improvement project for contraceptive services

o Maintaining staff competency for clinical service delivery in order to promote access to all contraceptive options

o Utilizing Shared Measures data in order to improve service delivery

o Implementing strategies to strengthen your agency's revenue cycle in order to improve revenue flow

To provide us more information for the development of your agency's 2021 work plan, please respond to the following questions:

The strategies for strengthening and sustaining services, listed above, are the requirements for you to move into the next stage of the Partner Continuum. Choose two (2) of the strategies your agency believes are the most important for ensuring sustainability and describe how your agency will work on these in 2021 (2-3 sentences each).

II. Training Needs

Developing a work force with competency around provision of contraceptive care services is a key aspect to sustaining services. As the Initiative moves into 2021, we are determining ways to support Partnering organizations through the development of new training modules. Additionally, we are prioritizing virtual training development to support safe and accessible trainings for all Partners.

1. Please rank in order of importance for your agency's staff, providers, etc. the areas where you believe training should be focused in the upcoming two years: (1 indicating highest importance & 6 indicating lowest importance)

___ Staff Competency Development & Maintenance

___ Standard Operating Procedures Development & Implementation

___ Continuous Quality Improvement

___ Meaningful Use of Contraceptive Services Data

___ Revenue Cycle Management

___ Medicaid Application Process

2. Does your organization have a current training plan for all staff providing contraceptive services (intake, clinical, check-out, etc.)?

a. If yes, describe your process for maintaining staff competency for the provision of contraceptive services, including the frequency of trainings. Please list the key elements of the plan and/or attach a copy for our reference.

b. If no, what resources do you need to develop and implement a formal plan (i.e. templates, technical assistance, reference documents, etc.).

III. Sustainability

___ Participation in the joint SCPHCA and BCG billing & coding sustainability workgroup to optimize reimbursement for contraceptive services
