A 4-m-wide road sign oscillates heavily in a 15-km/h crosswind. To study the problem a 1/20-scale model was placed in the water-tunnel. Estimate the watertunnel speed if both the Reynolds number and the Strouhal number must be kept the same (at 0.2) as in full scale, as well as the oscillation frequency. (Use fluid properties from Table 1.1.)
