A Dallas City Ordinance established minimum standards for property owners, requiring them, among other things, to “keep the doors and windows of a vacant structure or vacant portion of a structure securely closed to prevent unauthorized entry.” Gaile Nixon, R.M.V.’s mother, filed a negligence suit against Chalmette’s owner and Mr. Property Management Company, Inc., the manager of the complex. Were the defendants correct in arguing that they owed no duty to R.M.V.?
