In February and March of 2010 sections of Essex County received over 1 foot of rain from two major rain events. Yet, four months later many towns in Essex County declared water emergencies restricting the use of water. Discuss how a region can receive so much rain (nearly one third its annual total of precipitation in four weeks) yet run out of water four months later.
