One of the most essential reasons for Vollmer's policing innovations to remove politics from policing was because of the large-scale corruption that was occurring in police departments. During this period, police officers were participating in lawlessness acts due to the corruption and were failing to enforce the law. The reason for this was because political parties were controlling places such as the mayor's office, the city councils and local wards, as well as municipal agencies such as fire departments, sanitation services, school districts, the courts, etc. (Uchida, 2004) People were getting employment of these jobs in exchange for votes or money, and different police departments had many employees who were appointed police officer jobs from political people. However, the corruption did not end there; while the appointed officers were on duty, they would often protect and turn a blind eye to illicit activities done by those in political positions. Because of this, there was an effort that began to try and change the corruption of politics in policing toward the end of the 19th century. From 1905 to 1920, Vollmer and the moral reformer provided the noisiest pressure to make a change within police systems. (Carte, 1975) The goal of this reform was to eliminate all politics from government, social services and the police to instill integrity and lawfulness back into the police departments. Although there is still minor corruption of politics in policing, the majority of it is gone. Because of the reform, now there are policies and obligations that people must do in order to become police officers. For example, most departments require potential officers to go to police academies before hiring them for the positions. Other factors of the hiring process also include education and the passing of different academic and physical tests. Because of the reform, it is very difficult for there to be any corruption within police departments and hiring process because of all the steps that must be taken in order to obtain a job in modern day policing.
