The ACLU's (American Civil Liberties Union) work to protect the enduring values of freedom and equality is based on a three-pronged approach: litigation, public education, and lobbying. The ACLU-NC is a nonprofit, non-partisan member-based organization dedicated to preserving the individual rights guaranteed by the U.S. and North Carolina constitutions with approximately 12,000 members and supporters in North Carolina. The American Civil Liberties Union is an organization concerned with protecting privacy and in this case, protecting people from government location tracking through cell phones. North Carolina conducted an extensive public record request along with other ACLU affiliates. The information gathered revealed that in North Carolina, police use of cell phone tracking is widespread, but has very little court oversight. “More recently, the ACLU was able to confirm at least four cities are using cell sight stimulators to conduct dragnet searches of people’s locations without getting a warrant.” (Maynard, 2010) These revelations obviously bring about much concern.

There are two ways the people of North Carolina track people’s location and other information using cell phones; provider request and stimulators as mentioned above. The practice of cell phone tracking is traditionally used by police officers making a request to cell phone companies asking for data about an individual or all individuals in a particular area. The ACLU-NC revealed that more than 40 law enforcement agencies regular make these types of requests without any warrant.  From the ACLU’s standpoint, this is a violation to personal privacy. The Fourth Amendment provides that the "right of the people to be secure in their persons, houses, papers and effects, against unreasonable searches and seizures, shall not be violated." (Reuters, 2015)

Bryson (2011) states that it is take a collaborative effort in leadership to be able to implement plans and succeed. This is imperative in order for the ACLU-NC to accomplish their goals of maintaining privacy for the people of their state. One of the ten steps for deliberation and decisions is to formulate strategies to manage the issues. The issues mentioned above-people’s information getting accessed without consent is one issue that is being addressed. ACLU will benefit from strategic planning because they need team of people to initiate and first tasks and identify who the decision makers are. It is clear, that the government is a key stakeholder but also people within the city help implement this process.
